API filtering with special chars does not work as expected?

Hi,

As mentioned in this StackOverflow question.

I cannot find a way to correctly filter using the API on names which have single quotes in them. For example KOEN'S TEST and KOENS TEST.

The API is not able to filter these out? Or maybe I am not sure how to make the correct filter?
